Drawing the 1992 Constitution of Ghana
On the 28th of April 1992, a referendum on a new constitution was held in Ghana. Reintroduction of multi-party politics and separation of powers between executive power, parliament and the judiciary
8,255,690 registered voters were available for the referendum
The former national commission for democracy (IVCD) was to gather information across the 10 regions of Ghana on what Ghanaians wanted. Chaired by the late Mr Justice D.F. Annan, these ideas were put together in a report called Evolving a True Democracy
After the coalition of ideas, a group of professionals in law, economics, etc. were made to study the report and come out with the book: Proposals for a draft constitution of Ghana
Consultative assembly: This assembly was to discuss the draft constitution and shape it to be acceptable for the country
As a comprehensive book, it was important for the people to be educated on the proposed constitution. The media through radio, television, newspapers achieved that goal.
A Referendum was held after the public education where the people voted a “YES” or “NO” whether for or against the drafted constitution. On April 18th 1992 the people voted to accept it.
Finally the constitution became the fundamental law of Ghana after a law was passed, making all other laws and constitutions to derive their source from it by the year 1993 7th January
